Global Information Services (GIS) has a worldwide responsibility for all IT processes, solutions and services. The aim is to further enhance Global Functions by delivering common business driven solutions and services.

Global Solutions (GS) covers the management of business relationships and the design, development and implementation of common solutions by following a consistent and rigorous programme and project management methodology.

The Programme Manager drives cross functional programmes and is the linking pin between the Centres of Excellence and Regional IT Directors on the demand side and supply side for common solutions, architecture, programmes and operations. The Programme Manager manages multiple project teams and ensures professional execution in accordance with business requirements, best-practice methodologies, standards, policies and guidelines.

The Programme Manager manages to successfully deliver a portfolio of initiatives within the overall GIS budget (Central & OpCo) in accordance with GIS processes and governance, and within scope, quality, budgetary and time targets. Beyond that, the Programme Manager manages portfolio and project dependencies. Furthermore, the Programme Manager ensures that solution transitions in the business are guided professionally and aligned with among others Managers (Global) CoE, Global Application Services, Global Infrastructure & Data Services and the Regional IT Directors. The Global Programme Manager has people management responsibilities.

The Programme Manager is expected to: 



  • Develop win-win, collaborative relationships that add clear value to all internal and external stakeholders
  • Understand the end-to-end service not just the technical components and impact from a user’s perspective
  • Collate and analyse financial information to ensure value driven decision are made and the impact to the organisation clearly articulated
  • Actively embrace and promote change, especially from a business perspective
  • Lead by example and actively engage and motivate their project teams

Key responsibilities
Scope Management
Confirm business requirements (Functional and non-Functional), solution architecture and defining the projects boundary and what is in and out of scope


Planning Deliverables & Resources



  • Ensure business requirements are translated into solutions that are in line with the IT strategy and enterprise architecture
  • Develop delivery plans for end to end solutions containing business and technical components, including a deployment roadmap and transition to the support organisation
  • Manage all aspects of delivering the complete solution, business and technical, according to the agreed scope, quality, budget and time
  • Manage and report on project planning, progress, financials, issues and risks according HDM standards
  • Manage and report on project, programme and portfolio progress, issues and risks dependencies and mitigate risks and issues that influence successful execution of the overall portfolio
  • Develop and manage the execution, deployment and transition plans across the functions and OpCos
  • Agree on the most impactful delivery, GIS operational and business KPIs and stabilisation metrics, set the baseline and monitor them together with our partners and the business
  • Manage intra- and interdependencies closely collaborate with impacted stakeholders within Global Solutions or external to manage dependencies and mitigate risk
  • Define, plan, request and secure resources/skills to meet project and programme requirements
  • Deliver the programme/project within scope, time and budget and in line with methodology, policies, standards and working practices
  • Make sure 3th party delivers their products (deliverables), to agreed quality and acceptance criteria and within the agreed contractual framework

Financial Management



  • Manage project budget decisions as well as financial risks and opportunities
  • Develop a robust business case that clearly identifies the total cost of ownership of the solution business benefits and quantifies business value and benefits (for smaller projects benefits should be clearly articulated)
  • Construct cost plan, secure funding and actively manage and control spend, forecasts and budgets

Risk, Issue & Quality Management



  • Conduct a business and technical risk assessment and implementing a plan of action with clear ownership to mitigate risk
  • Proactively identify, manage and mitigate risks and issues during the lifecycle of the project
  • Work with Global Audit to build action plans to address audit findings
  • Collaborate and align with the IT Office on Quality Assurance
  • Create, manage and maintain RAIL (risks, actions, issue log) relevant to role

Collaboration, Relationship & Stakeholder Management


  • Identify and actively engage key internal and external stakeholders and establish collaborative, win-win relations
  • Motivate and manage high-performing, cross-functional and multi-disciplined project teams that are focused on delivering the end-to-end solution
  • Actively engage people to ensure the right team is in the right place at the right time and foster an open and safe project environment for the team to work effectively and efficiently
  • Ensure the project team understand the solution from a user’s perspective and actively manage the transitions of the solution to the Run organisation
  • Act as counterpart to local staff responsible for transition
  • Closely collaborate with peers in Global CoE Programme Delivery to manage dependencies in the overall GIS project portfolio
  • Ensure (and monitor) that transitions in the business are guided professionally and in alignment with amongst others Centres of Excellence, Global Application Services, Global
  • Infrastructure & Data Services and the Regional IT Directors and monitor transition progress
  • Coordinate change management initiatives of different OpCos to ensure integrity of the delivered solutions
  • Be able to prepare and present translation of IT solutions and services into business benefits on senior management level
  • In partnership with the business, achieve organisational transformation objectives by managing impacts and driving organisational change

Project Governance



  • Establish a project governance organisation with clear roles and responsibilities and an effective process for escalating issue and communicating decisions

Contract Management



  • Ensure contract scope, terms and conditions are fully understood and suppliers managed within the agreed engagement rules and governance
  • Identify (external) source options ensuring optimal value for money and quality in conjunction with (the IT Office team) and Security Officer

Portfolio Management



  • Accountable for financial management of a project portfolio
  • Ensure seamless integration and collaboration with Planning and Strategy for Portfolio Creation aspects within Clarity

Methodology



  • Contribute to the development and sharing of methodologies and industry best practices
  • Supply input on opportunities for improvement in the transition methodology
  • Keep knowledge up-to-date regarding methodologies and Project, Programme and Project Portfolio execution management (e.g. Agile, MSP, Prince2 etc.) and contribute to the development and sharing of methodologies and industry best practices
  • Accountable for effective and efficient use of Clarity capability for Portfolio Execution

Team Development



  • Lead by example and actively manage performance and development of teams and individuals
  • Develop and support the team to respond to current and future demands of a constantly changing technological and business landscape
  • Motivate and enable high-performing and engaged teams
  • Coach and support direct reports on topics such as PDP and career planning
  • Foster an environment where people work together and leverage off each other
  • Budget responsibilities : Programmes and projects with annual value up to € 10 mio
