EXPERIENCE LEVELS & JOB DESCRIPTIONS

Summary:

Responsible for successfully managing the technical workstreams of a number of delivery projects within the Mobile programme where mobile network technologies are included in scope. Projects will include Roadmap Product & Enabler initiatives, and those from the Baseline.

All projects will be either exclusively or predominantly Capital investment expenditure, and the Network Project Manager role works in partnership with a portfolio of technical experts (e.g. developers, testers, architects etc.) sourced predominantly from external contingent labour suppliers and from client’s vendors (e.g. Ericsson, Amdocs).

Projects range in value from approximately Euro 200k to Euro 10m, and can include either single or multiple operating companies across client’s operations in Switzerland and the EU. Although predominantly focused on the Pan European MVNO (Mobile Virtual Network Operator) core network, projects may also include the separate MVNO core networks in client’s Belgian and UK operations, plus the MNO (Mobile Network Operator) in Belgium (Base).

Examples of Roadmap projects: Launching a Full MVNO; introducing LTE services (both in the domestic market and roaming); Voice over WiFi (VoWifi).

Examples of Baseline projects: Increasing the capacity on the core MVNO core network; upgrading client’s ‘;test’ core network.

Education/Experience: Knowledge and experience of mobile network program/project planning processes, techniques and methodology required in the delivery of network-centric projects; experience with portfolio/project management of multiple technical disciplines (e.g. IT, Mobile Networks etc.) within a customer-oriented, market-driven commercial operation i.e. where all projects deliver new technical and service-based capabilities to existing, mature service provider operations (Telecommunications sector experience essential).

Skills and Competencies: Relationship & stakeholder management; interpersonal skills; self-drive; strong communication & presentation skills; delivery management; organizational, planning & scheduling skills; risk management; strong understanding of technical concepts underpinning the management of mobile networks, both ‘;virtual’ and RAN (Radio Access Network) based.

Language and subject orientation: Fluent English is required, verbal and written, with a strong understanding of technical documentation from the telecommunications industry.

Major Job Duties and Responsibilities:

Monitor, review and lead projects to ensure new capability is delivered to the business owner at agreed standards of quality, cost, risk and time.

Engage and manage relevant stakeholders, helping to resolve issues and understanding drivers/needs. This includes client’s key suppliers of network infrastructure and systems.

Drive initial project phase creating the statement of business requirements (BSA), coordinating inputs from client’s IT Architecture, Network Architecture, Business Solutions Architecture teams, plus the central and local-level product owns.

Proactively recommend remedial action to bring the projects back to plan when required.

Ensure projects are managed in accordance with client’s governance rules and procedures, including aligning with local, operating company-level governance.

Identify resource gaps and ensure actions are taken to resolve.

Analyse all information of materiality relevant to the project from which risks and issues can be identified and quantified.

Manage all budgetary spend, both Opex and Capex, allocated by client for the purpose of delivering the project to a technically ready status, including alignment with colleagues/stakeholders Procurement, CIO, CTO and Mobile Networks for contracts with key vendors, including network, billing platform providers (e.g. Amdocs, Ericsson) and resource agreements with external labour providers of specialist skills (e.g. Accenture, Infosys).

Ensure all project documentation is maintained accurately and against required reporting milestones.

Drive simple reporting of (sometimes complex) relevant financial matters across the Mobile programme, including both ad hoc and regular/periodic assessment of Year-to-date budget spend and forecast of future expenditure (‘;expected cost to complete), to establish a ‘;rolling’ view of project expenditure.
