Senior Administrator MCCE

Achtergrond MCCE:
Het MCCE is een multinationaal centrum dat is gevestigd op de vliegbasis Eindhoven. De internationaalrechtelijke basis voor het MCCE is een Technical Arrangement (TA) van juli 2007, ondertekend namens de Ministers/Ministeries van Defensie van de 27 deelnemende landen. Het MCCE valt buiten de NAVO of EU structuren en is zelf geen rechtspersoon. Waar nodig treedt Nederland (lees het Ministerie van Defensie, als host nation) namens het MCCE op als rechtspersoon, Dat is in de TA ook zo geregeld, De exploitatie van het MCCE (inclusief de inhuur van lokaal verworven personeel) wordt volledig opgebracht door de deelnemende landen. Het MCCE maakt daarvoor jaarlijks een begroting op, waaraan de landen elk een financiële bijdrage leveren. Het MCCE budget valt dus bulten het begrotingsverband van Defensie, maar omdat voor de besteding ervan gebruik
wordt gemaakt van de diensten van Defensie, is het MCCE budget wel in het SAP Finad ondergebracht (kostenplaats 490200). Echter, de Defensie-eigen regels en procedures zijn niet van toepassing voor de besteding van dat budget (extern opgelegde regels natuurlijk wel). Overigens zijn de uitgaven van het MCCE vrijgesteld van BTW plicht. Het MCCE wordt in principe bemand door militairen die door de deelnemende landen naar Nederland worden uitgezonden. Echter, functies waarvoor geen van de landen bereid is personeel te leveren, worden uitbesteed,

Functieomschrijving:
The IT Senior Administrator is responsible for engineering, administering and
maintaining the MCCE Local Area Network (LAN), contingency planning and further
development of the Communication and Information Systems/Information
Technology (CIS/IT) used in the MCCE. Also, the IT Senior Administrator is
responsible for the overall IT security at MCCE. He/she has the competence to
constantly keep focus on this, hence he has the responsibility to report on this to the
directorate on these issues.

Taakomschrijving:
1. lnstall, manage and administer all Network and Communication requirements;
2. Act as Chief of the CIS/IT desk and give guidance to the IT Support Specialist;
3. Perform overall troubleshooting to isolate and diagnose CIS/IT problems and
capability to make a “Disaster Recovery”;
4. Advise the Directorate in all CIS/IT affairs;
5. Plan and keep documentation of the IT-Security and Backup-Strategy;
6. Install, upgrade, configure and administer software and hardware (Operating
systems and Applications as also NATO LOGFAS, ANAIS and LARA software,
incl. upgrades/patches for Desktops, Workstations and Servers,);
7. Install and maintain Remote Access Infrastructure;
8. Install and configure the security adjustments for the IT-systems in use at the
MCCE;
9. Identify and access IT security risk/exposure on new and existing infrastructure;
10. Investigate and recommend appropriate corrective actions for IT security
incidents;
11. Maintain and develop security policies, controls and their compliance;
12..Analyse security incidents and escalation of security events;
13. Provide users with network technical support.

Kennis en ervaring
1. Extensive knowledge of the operation of network and stand-alone IT-systems,

based on up-to-date/state of the art Systems and Software (Microsoft Windows,
Microsoft Server, Microsoft SharePoint and Microsoft Office on modern server
and network products);
2. Experience and extensive knowledge in supervising and managing lT-Networks

(LAN/WAN) and related hard- and software components. It includes: the
management of Firewalls, Switches, Router, administration of the MCCE
Servers and the implementation of VPN-Connections.
3. Experience in installing and supporting client-server and web applications in a

networked environment.
4. Ability to understand the principles of new technologies and products.
5. Able to maintain interactive relationships, required for effective teamwork and

successfully complete a project within a team.
6. Microsoft Certified Courses: Server, Exchange, SharePoint, Office Cisco Certified Courses: ASA Security firewall management and routing and

switching management.
7. English: SLP 3333

Opleidingseisen:
1. Knowledge in using: Monitoring-Tools, Administering-Tools, Backup-Tools,

Problem-Managing-Tools, Automated-Tools and Capacity planning;
2. Good understanding of lT-security in a network environment;
3. Be able to optimise system settings and preferences for the required operating

systems and optimise system performance;
4. Be able to provide, prepare and deliver system documentation.
5. Preferable; knowledge of web design (SharePoint, WordPress, HTML)
