Infrastructure projects are delivered through a largely outsourced model utilizing outsourced suppliers (commonly referred to as “ISPs” for the Infrastructure Sourcing Providers). Many projects are delivered by Project Managers in the Infrastructure Products & Projects Delivery (IPPD) organization. Many of the projects utilize ISP suppliers to deliver project components.
The PMO within the IPPD supports the management of projects from initiation through execution and close down. There must be a very strong working relationship and interaction between the PMs and the ISP suppliers, as well as between the SLPMO and the IPPD organization that supports the ISP programme. Understanding of the ISP relationship and IPPD project delivery rules is essential to success in this arena.

Position description – Purpose
• The PM Consultant will support IPPD projects as a member of the SLPMO and works across the end to end process to define and initiate, execute and control, and close down projects. A major function that will be performed is proposal development.
• The Project Proposal Developer is accountable for planning and developing IPPD proposals in response to the business requests for infrastructure project engagements. The proposals will facilitate both consultancy or project engagements .
Proposal development involves identifying the timescale, budget, scope, and deliverables to customer specification and agreement, following IPPD delivery guidelines as well as project management standards and processes, and engaging outsourced supplier partners.
• The Project Proposal Developer supports IPPD project managers and infrastructure consultants by developing IPPD proposals and change requests. The primary stakeholders in the creation and update of these documents are project managers and members of the SLPMO and Business Operations Project Services (BOPS) teams. There is detailed process and procedure for managing these documents as they are critical to effective project management. The Project Proposal Developer will become a subject matter expert on the delivery rules and best practices as relates to project proposals and change requests.
• Since the PMO supports all businesses, and with the outsourced model for IT infrastructure, the Project Proposal Developer has to manage the relationship with the customers and work with counterparts in proposal teams in the three supplier PMOs in the development of multi-bundle proposals. The Project Proposal Developer may also work with non-ISP suppliers as required for proposal development.
• This assignment will include active contribution to SLPMO process improvement initiatives. Knowledge of project management practices and project information management is required with experience in process improvement and implementation of business change. "

Technical skills and experience
Mandatory Requirements
• 3 or more years of project management and PMO experience in areas of major responsibility
a. Development and update of project definition documents, budgets and plan
b. Development of project change requests
• MS Office including Outlook, MS Excel, MS Power Point and MS Word

Additional Requirements (a Plus):
• Knowledge of Project Delivery Framework
• Infrastructure project management
• Project Management certification
• Oil and Gas industry experience
• Advanced Excel skills including pivot tables, V look up and H lookup

• Experience in managing and communicating with global teams and offshore resources
