For our end customer we are looking for a stock controller.

Location: Pernis
Period: 4 months+

The assignment is related to one of the improvement projects of the hydrocarbons mass balance in Pernis:

"Audit certain mass balance procedures – stock reconciliation and a number of selected individual processes"

• Closing stock assessment – provide (independent/bottom up) list with all tanks on MOT – EURP – PER and compare to existing list. Funnel the tank list step by step (excluding chemical tanks etc.) thereby ultimately ending up with 1) a list of oil tanks at risk of incorrect measurement and 2) a list with tanks currently missing in the closing stock input, if any – ’external advisor’
• Review of non-Schedulers tanks (a.o. unit tanks) – oil level submission at month end; ways of working, input reliability, tools (spreadsheet), exhaustiveness of input (are all tanks covered) – ’external advisor’
• Review of stock reconciliation by Schedulers – oil level submission at month end; how are the tanks reconciled, what are the key risks, is the assessment independent from PI, what is done if the data does not reconcile or does not provide conclusive evidence
• Review of communication around tank maintenance – tanks going in- and out of maintenance, how robust and structured is the communication process, can it be improved sustainably
• Review of water/slops tank statement – review of data reliability and exhaustiveness of water/slops tanks input (are all tanks covered) in Europoort; T3101, T3104, T3108 T3027 T1011, T1012, T1143, T1292, T1293, T1242 – ’external advisor’
• Partial liftings / discharges (“overlopers”) – review of the methodology to determine the number of overlopers per month (is the list complete, how do we know) and review of the input reliability – ’external advisor’
• Review of crude tank imbalances – risk assessment of weekly crude tank reconciliation, is the process robust, what is done if the data does not reconcile or does not provide conclusive evidence – ’external advisor’
• Hydrowax boat process – process of booking and ticketing – ’external advisor’
• Review of the Myta process – manual process for import export calculation of Myta’s to be reviewed – Senior product analyst Shell
• Naphtha reconciliation – SDO mass balance/ticketing – Senior product analyst
• Create a list of manual (data) interfaces which are important for the accuracy of the mass balance process; assess options to automate or review controls and improve

Hourly rate approximately € 70,– incl. travelling expenses, excl. TAX
